How To Book Shramik Special Train : Amid demands by states and recognition of the logistical challenges involved in transporting millions of people back to their home states, the Centre on Friday decided to allow special trains — called Shramik Specials — to enable stranded migrants to return home
The trains scheduled to run on Saturday from the Western Railway zone, Southern Railway, South Western Railway and Central Railway zone were due to ferry at least 20,000 passengers, senior officials said.
“Trains are being planned at the request from the states. 10 trains ran today following all the standard protocols,” Railway Protection Force DG Arun Kumar said.
The trains scheduled to run on Saturday from the Western Railway zone, Southern Railway, South Western Railway and Central Railway zone were due to ferry at least 20,000 passengers, senior officials said.
“Trains are being planned at the request from the states. 10 trains ran today following all the standard protocols,” Railway Protection Force DG Arun Kumar said.
“As per information received, various zonal Railways have run around 10 Shramik Special trains today on the demand of various state governments,” Railway Ministry said.
The railways also said these trains were being run only for those who have been identified and allowed to travel by the states sending and receiving them, and not for the general public. The railways reserves the right to discontinue the special train operations if safety protocols are flouted at any stage, the ministry said.
“The originating state will inform the exact number of passengers travelling in a train, which should be 1200 (or at least 90%) considering the capacity…,” the guidelines said.
The move to charge fares for these trains ferrying migrants --- many of them have lost their jobs --- students and others stranded in different parts of the country due to the ongoing lockdown has met with opposition.

Earlier, Ministry of Home Affairs (MHA) had ordered to run special trains for the migrant labourers and stranded students to send them back home
Labor special trains are being run to send the stranded migrant laborers, students, pilgrims etc. back to their state. Now the Railway Ministry has issued guidelines regarding this. The ministry said that the train ticket will be printed according to the number of passengers served by the state as per the destination set to operate Shramik Special trains. The state government will give tickets to the local officials and collect the fare from them and give it to the railways. 90 percent passengers, 500 km distance, adequate security will only run on the train
The Shramik Special train will run for a distance of more than 500 kilometers. This train will not stop at any middle station before the destination. In a full-length train, passengers will sit following the law of physical distance and no one will sit on the middle seat. Each such train can carry around 1,200 passengers.
The guidelines said that the concerned state government would prepare a plan for the group of passengers accordingly. There should be no demand less than 90 percent of the capacity of the train. Railways will prepare tickets for specified destinations according to the number of passengers indicated by the respective state government and these will be assigned to local state authorities. The state government concerned will provide food packets and drinking water to the passengers from where the train will run
Till now, the Indian Railways has operationalised more than 30 specials for various destinations from Maharashtra, Telangana, Gujarat, Karnataka, Kerala, Rajasthan to Bihar, Bengal, Odisha, Jharkhand and Uttar Pradesh.
“The Shramik Special is a need-based service launched to facilitate stranded people to reach their homes safely and we are ready to run as many Shramik Specials in any given day," said a senior Railway Ministry official.
However, the official added, it all depends upon the sending and receiving States besides the States along the route.
It is expected that the demand for running more Shramik Specials will increase with each passing day as thousands and thousands are still stranded at many places.
While all States are keen to get back their citizens stranded at distant cities, there are issues of ensuring logistic support and COVID protocols to be followed.
“We expect things to be worked out smoothly for running more than 300 such trains by May 17, the last day of the third phase lockdown due to coronavirus scare”, added the official
