In this paper the authors develop a model for the utilization of biometricsequipped Automatic Teller Machines (ATMs) to provide a number of social services including identity verification and disbursement of social security, unemployment, welfare and pension benefits to a la rge segment of the population.
The paper summarizes how ATMs have matured into a technology application providing financial services to a segment of our society, and the technical functionality behind the provisioning of those services.
Biometrics innovation and functionality is explored and a technical model is developed for its integration to existing ATM devices, networks and databases. The paper concludes by outlining potential benefits to business, government and individuals, as well as some of the social and legal barriers to be overcome
