What is Rajya Sabha’s Rule 267? Motion Under Rule 267

Several hundred notices issued under Rule 267 have been rejected by the Rajya Sabha Chairperson since 2016, which ranged from the Rafale deal to implementing GST and more recently farmers’ protests and higher fuel prices.

A notice was given under Rule 267 in the Rajya Sabha by Congress member KC Venugopal to suspend all business in order to discuss the increase in the price of fuel and other essentials.

CPI(M) parliamentarians Dr V Sivadasan and Elamaram Kareem also gave a business notice to pause for discussion in the Rajya Sabha on the farmers’ protest.

Rules 267. Suspension of rules.

Any member, may, with the consent of the Chairman, move that any rule may be suspended in its application to a motion related to the business listed before the Council of that day and if the motion is carried, the rule in question shall be suspended for the time being:

Provided further that this rule shall not apply where specific provision already exists for suspension of a rule under a particular chapter of the Rules.
