CAO Kinderopvang 2025 | Nieuwe Kinderopvangstelsel 2025
The negotiations for the new Collective Bargaining Agreement (CAO) for the childcare sector in the Netherlands are underway. The new cao is expected to come into effect on January 1, 2025.
Here are some key points to know:
• The parties involved: The negotiations are between the trade unions CNV, FNV, and BK, and the employers’ organizations BMK and BVOK.
• Key demands: The unions are demanding a significant salary increase, a shorter working week, and more paid leave. The employers are offering a more modest salary increase and are reluctant to agree to a shorter working week.
• Progress: The negotiations are ongoing and have not yet reached an agreement.
You can find more information about the CAO negotiations on the websites of the trade unions and employers’ organizations:

Brief summary of employers’ final financial offer
• As of January 1, 2023, salaries will increase nominally by € 100 gross per month (= average per employee approx. 3.9% increase on an annual basis) and then on top of that by 1.25%. The effect of this is that lower salary scales increase more than higher scales.
• As of January 1, 2024, salaries will increase by 3%.
• The year-end bonus paid in December of each calendar year will be increased by 2.0% from 1 January 2024.
As of January 1, 2024, the salary structure will be adjusted as follows:
• The first step will be eliminated per salary scale, with the exception of scale 1. The entry salary level will therefore increase, making it more attractive to work in the sector.
• Two steps will be added at the end of the salary scale per salary scale. Growth per step is 2-2.5%, depending on the scale.
• The life-phase budget is indexed for a period of up to five years.
• Naturally, various proposals have also been made in the area of quality and with regard to job satisfaction and work pressure.
