Activate the Islands Flow Gate Palia
To activate the Islands Flow Gate Palia, you stand near the circle center and it gives you the option to activate a portal. Once you activate certain ones, one of the twins or both will appear there.

You cannot activate the portals at the main island
You either have to go to the windmill island or the pond island to activate the portals.
This should help!!! I had this issue, but realized this was the case! Good luck!
Issue Description: Activating the final island’s flowgate before finishing the “It Takes A Village” quest will cause you to be stuck in the “Eye of the Storm” quest.
Update: This is a known issue. We’re currently working on a fix for this!
Workaround: You can still go to the final island via wind gusts and complete the air temple questline as normal as long as you don’t tamper with the flow gate there before completing “it takes a village”

Deciphering the Palia Temple of Gales’s Guide
You must have finished the “Echoes of the Unknown” Quest before you can begin this tale quest. Thankfully, the other temple mission is not mandatory. After receiving a letter from Caleri and Elouisa, open your mailbox and read it to begin the quest. Unlocking the Guide to Temple of Gales in Palia requires you to follow this step.
Greetings! You have arrived at the beginning of your adventure through the Palia Complete Guide to the Temple of Gales! The first thing we should do is go to the library so we can meet with Elouisa and Caleri to discuss their letter.
You will be escorted into the Temple by Caleri. There will be no problems since she will make sure of it
Upon entering the Temple, Elouisa will accompany Caleri in providing you with support. The quest “Look at the Sky” requires you to speak with Zeki
The key to the Temple, the flow battery, is hidden by Eshe, according to Zeki. Zeki needs your assistance stealing it, and the mission won’t proceed until 6 pm in-game time
Egg Puzzle Quest.
While exploring Palia’s Temple of Gales, you’ll come across many tasks. The area in this puzzle contains multiple colored eggs and three nests. For hints, speak with Caleri, Elouisa, and Zeki. Permit me to assist you if you find it incomprehensible. Red eggs are required in the nest on the left. To complete the problem and unlock the next gate, you need the middle one to be blue and the right one to be green.
